HC decision welcomed

ITANAGAR, Jun 02: The Arunachal Pradesh Unit of All India Trinmool Congress (AITC) welcomed the Gauhati High Court decision quashing the election of Gadam Ete.

Describing it as a land mark judgment by the Gauhati HC, the rank and file of the party in the state also termed it a victory of the democracy.

The Gauhati High Court, in a judgment yesterday set aside the election of Ete from Arunachal Pradesh in the 2009 Assembly election and declared his nearest rival Duter Padu of the Trinamool Congress elected with immediate effect.

 

ATA unit discusses teachers problem

ITANAGAR, Jun 02: The District Executive Committee ATA Upper Siang unit in a recent meeting discussed the problems of shortage of teachers in Govt. Hr. Sec. School Yingkoing and decided to pursue the matter with higher authorities for immediate posting of laboratory assistant in physics, music teacher, juniors teacher in mathematics for smooth functioning of academic activities of the school.

The ATA unit also discussed the problems faced by school for non-receive of annual fund for purchasing science laboratory chemicals from the department side since the introduction of science stream for which the students are facing a lot of problems.

It also urged all the teachers to follow the norms of RTE while awarding evaluation and imparting knowledge.

The meeting further demanded for early rectification of pay anomalies of the AT,PET,LAT,JL  etc as demanded by its parent body.

 

Trace out missing EE: CWC

ITANAGAR, Jun 02: The Contractor Welfare Association (CWC) has demanded the authority concerned to find the whereabouts of Yazali PWD division EE, who has been reportedly absent from office duty since March 31 after he made agreement with genuine contractors to release their pending bills of road works from Jop to Silsango under NLCPR and Yazali to Mengio under RIDF schemes.

CWC in a release with supporting documents said that the EE had assured the contractors through an agreement to make their payment latest by April 25 without fail. But since then, the EE is not reportedly attending office and his whereabouts in not known, it said. It demanded the authority concerned to either locate him or publish a missing report failing which CWC has threatened to launch vigorous movement.

 

Amul introduces Amul PRO

Guwahati, Jun 02: Gujarat Cooperative Milk Marketing Federation (Amul), India's largest food products marketing organisation announced the launch of Amul PRO, its net ‘Whey protein malt beverage brand.’

Announcing the launch of Amul PRO, RS Sodhi, Managing Director, GCMMF said that the product development team had worked extensively to bring out a product, which is superior to other key ‘Brown Health Drinks’ brands, not only in nutritive value but also in taste. Amul PRO is targeted children between the age group of  2 to 15 years, the period which signifies the growth phase of a child. One of the key USPs of Amul PRO is DHA or Docosahexoenic Acid which is an essential fatty acid required for optimal development and function of brain.

The product is being launched across the country.

 

ATAYO seeks posting of  force in Tali outpost

ITANAGAR, Jun 02: All Tali Area Youth Organization (ATAYO) has demanded immediate posting of police personnel at Tali outpost. The Tali police outpost was inaugurated in December 2011, but no any activities are seen for deployment of adequate personnel at Tali circle Hq, it said.

While drawing the attention of local MLA towards the problems being faced by the people, the Organization also demanded posting of a permanent veterinary doctor in Tali area and a permanent allopathic doctor at Tali CHC.

 

Farmer-scientist interaction prog

ITANAGAR, Jun 02: Agricultural Technology Management Agency (ATMA) Lohit conducted farmer-scientist interaction programme in collaboration with Krishi Vigyan Kendra (KVK), Lohit, Momong at FTC Kherem yesterday. As many as 20 farmers were present in the interaction programme.

The farmers were imparted knowledge on scientific cultivation of rice for increasing production, diseases and pest management in cereal crops, ginger, turmeric, citrus by subject matter specialists of KVK.

They also held interaction with the farmers to know the problems and difficulties faced by them in taking up agriculture activities.

M. N. Bori, ADO Chongkham discussed about nursery management in a scientific manner and solving the commonly found problems.

CP Sharma, PTO Kherem also interacted with the farmers and discussed about marketing and bio- control measures to be taken.

Earlier, M. Chowlu, DTO Krerem cum PD ATMA Lohit briefed about the programme and facilities available in the FTC Kherem for the farmers.

A tennis star in the making

ITANAGAR, Jun 02: Upcoming tennis player Mingkhi Talom has made Arunachal Pradesh proud by capturing two tennis titles in U-16 years age category in the All India Tennis Association (AITA) Championship Series Tennis Tournament being held in Guwahati.

Eight seeded Mingkhi shocked second seeded Amlaan Jyoti Baruah 5-7, 7-5, 7-5 to win the singles title yesterday. Pairing with Bijay Kumar Mohanty, Mingkhi also claimed the doubles title defeating the duo of A.J Baruah and Abhinandan Das 7-1, 7-5 on Thursday.

Mingkhi outclassed his doubles partner and top seed Bijay Kumar Mohanty in the semi-final of the single event.

This is indeed a great achievement for an upcoming player, who hails from a state where Tennis is hardly played.

Born in 1998 at remote Kaying in West Siang district, Mingkhi started learning Tennis at a very young age at CRPF tennis court at Aalo. His father Dr. Tarik Talom working as District Leprosy Officer at DMO’s office Pasighat is a tennis enthusiast.

The Talom family hails from Jomoh village of Rumgong in West Siang district.

Mingkhi was sent to Delhi to attend training two years back due to non existence of a Tennis Court in Arunachal Pradesh, his father Dr. Talom said. Presently he is being trained by India’s Junior Davis Cup coach Vishal Uppal.

Though Mingkhi has been selected to go to Wholeistic Tennis Academy at New York. However his trip to USA is being delayed mainly due to hassle in getting passport and financial problem as well.

His father had applied for financial help and assistance to the Director of Sports and Youth Affairs, the Director of School Education and to the Secretary, Governor of Arunachal Pradesh. But no response has been received so far, Dr. Talom rued.

According to his father Dr. Talom, playing tennis is very expensive. It requires a minimum of Rs. 20,000 for shoes only every month. He said that tennis players in other states are looked after by their respective government by providing financial assistance for taking part in tournaments. Players of those state, barring Arunachal Pradesh, are also provided free food and lodging facilities at their state Guest Houses during tournament,“ Dr. Talom said. Mingkhi, who has not yet attained 14 years of age, is regularly taking part in AITA Tennis tournaments all over the country. Recently, he participated in AITA Super Series Tennis Tournaments in Ludhiana and Chandighar and two National tournaments in Mumbai. He will be proceeding to Patna, Bihar for another two AITA Talent Series Tournaments after conclusion of the ongoing tournament in Guwahati.

 

Gen (Retd ) J J  Singh turns author

ITANAGAR, Jun 02: J J Singh, the Retired Army Chief of the India who propounded the by-now famous “an iron fist and a velvet glove” to counter insurgency is not done yet. Currently serving as a Governor of the Arunachal Pradesh, a strategically located state, Singh has penned his memoir “A Soldier’s General”.

The book would be released in Delhi on June 9 while another release is slated at Chandigarh.  The book offers an overview on the important milestones which shaped his life.

The book chronicles the personal story of the first Sikh Chief of Army Staff of Independent India, who led the second largest Army of the World, and has been at the helm of the National Security scene since Jan 2005.  It is a story of a sepoy’s son who became a colonel, and the colonel's son who rose to be a four star general.  In his own inimitable style, which has characterised his persona also, General JJ attempts to pen down in a lucid and forthright manner his military career, combat experiences and challenges faced in life – a success story which took him to the zenith of the Army.

His meteoric rise was a testimony to a man’s life, who had seen the grind and gruel of the ‘blood and guts’ army life from the very front, and had displayed an exemplary leadership style characterised by sagacity, military knowledge, professional competence, and exceptional connectedness with all ranks. The general had risen on his strengths, often characterised by his visionary foresight, sound knowledge of tactical and strategic realities, and the brilliant application of operational art, coupled with his communication skills, physical strength, care of his subordinates and a humane approach thus earning him the sobriquet of ‘the Soldier’s General.’

The book is being primarily written in English, and it is also simultaneously being translated into Hindi, Marathi, Punjabi, Assamese, Bengali, Malayalam and French, as he sees a viable readership audience in these languages as well.

 

 

Environment pollution threatens scenic beauty of Tawang-Bomdila

ITANAGAR, Jun 02: In Arunachal, the Tawang-Bomdila region witnesses largest flow tourists. Everyday, tourists from across the world flock to the Tawang-Bomdila region to enjoy nature at its best. Though the region is blessed with enchanting scenic natural beauty, it is facing serious threat from those visitors who do not care for maintaining the place neat and clean.

 

Though department of tourism and tour operators are excited with increase of tourist inflow, the nature lovers are seriously worried over pollution caused by the visiting tourists. Majority of such tourists have been found littering in many important destinations like Sela Lake, Sangetsar Lake (popularly known as Madhuri Lake), Jang Waterfall area, etc. Plastic bags, empty beer and mineral water bottles, chips packets, etc are found thrown here and there by the visiting tourists. One can see dirt all over near Sangetsar Lake. Besides being an eye-sore to the visiting tourists, these wastes have also become a serious threat to the surrounding environment.

Locals often complain that visiting tourists do not care for the environment. “Despite being well aware of the need to keep surrounding clean, some of the tourists throw waste products in the lake. The waste products in lake is causing serious environment and health hazard,” informed a local citizen of Tawang.

According to some locals the environmental impact due to increase in tourists inflow is there for everyone to see. “The temperature of Tawang and Bomdila has shot up in last couple of years. The state government needs to promote eco-tourism like that of Sikkim, so that we don’t have to face major problems due to tourism development. Visiting tourists have to be properly educated on the need to keep environment clean,” told a resident of Bomdila. The development of tourism sector is very important but at what cost?

 

 

Land donors threaten to withdraw ‘deed’, demand compensation

ITANAGAR, June 2: The land donors of Khela, Bunting and Lamsa villages for Tirap Degree College (W R College) expressed resentment over the proposal of shifting the college from Charju to Deomali.

While condemning the Govt decision to establish a polytechnic college at Charju, the ‘permanent site’ for degree college, public leader of New Bunting village  Kamrang Tesia said that the land donors  of Khela, Bunting and Lamsa  villages had donated 200 acres of land free of cost  in 1993 for establishment of the college at Charju, not for any other purposes.  The villagers threatened to withdraw the ‘Deed gift agreement’ if the Degree college site is shifted from Charju  to Deomali.

When the college infrastructures like girls’ hostel, four class-room, administrative block and  approach roads had already been completed, the frequent changes in decision is creating doubt about the permanent site of the degree college, the public leader said in a release.

It further demanded compensation from the concern department as per the Land Acquisition Act saying that donated area of land has been unnecessary occupied for last 20 years.

The release further informed that a delegation of land donors met education minister on May 30 and expressed their grievances regarding frequent changes of college site.  

The land donors also conveyed their decision to director of higher and technical education and Tirap district administration in recent past, the release added.

 

 

Apex Bank committed for rural development

ITANAGAR, Jun 02: The Arunachal Pradesh State Co-op. Apex Bank Ltd.(Apex Bank) organized Financial Literacy and Credit Counseling (FLCC) camps at Dutta village, Ziro and Hapoli on May 27 and 28 respectively in collaboration with Bright Future Society, Hapoli supported by NABARD, RO, Itanagar.  

The programmes were attended by more than 500 participants from women SHGs, Farmers Clubs and general public. The participants were sensitized the banking services including deposit schemes, small and micro credit facilities like Kisan Credit Card (KCC), agriculture and agri-allied schemes, micro-finance through SHG model, role and functions of Farmers Club ete. by the resource persons from NABARD and senior officer from  Apex Bank.

Attending programme, Lower Subansiri Deputy Commissioner T. Talo assured his full cooperation for implementing the bank schemes in the district.

The participants were very enthusiastic to establish link with Apex Bank for taking-up sustainable livelihood activities for their economic development. They have also requested to conduct such programmes regularly in interior villages as many of the interested people could not attend the programme to which the bank officials agreed.

The Apex Bank officials sought people’s cooperation in public mobilization and also recovery of loan amount in time for long-term relationship.

The NABARD and Bank Officials also visited some of the schemes financed by Apex Bank and satisfied with successful implementation of the schemes.

U. Bagh, AGM, NABARD also attended the programme among others.

 

 

Performance of NHPC in 2011-12

ITANAGAR, Jun 02: The National Hydroelectric Power Corporation (NHPC) has obtained concurrence of CEA for 600 MW Tawang-I  and  800 MW Tawang-II Projects in Arunachal Pradesh. Environment clearances have also been accorded by MOEF for both these projects, said a NHPC release while highlighting the performance of  the Corporation during 2011-12.

The release said that the NHPC achieved highest ever net profit after tax of Rs. 2771.77 crore which is 27.93 per cent higher than the net profit after Tax of Rs 2,166.67 crore earned during 2010-11. It registered sales turnover of Rs. 5509.65 crore against Rs 4,046.59 crore turnover of last year.

Stating that the Corporation achieved cumulative sales realization of Rs. 4,415 crore against Rs 3,619 crore achieved during last year, the release said it generated 18683 Million Units (MUs) against the target of 18500 Million Units for “Excellent” MoU rating. In 2010-11, the Company had achieved a generation of 18606 MU.

NHPC has proposed a final dividend of Rs.0.70 for the FY11-12. However, it paid a dividend of   Rs 738.04 crore to shareholders @ Rs 0.60 per equity share including Rs. 637.40 crore to the Govt. of India for the financial year 2010-11, the release said.

The release further said that  the Centre has conveyed its approval for change in object clause 1a) of Memorandum of Association of NHPC which inter-alia allows NHPC on its own to plan, promote and organize an integrated and efficient development of power in all its aspects through conventional and non-conventional sources in India and abroad.

NHPC has undertaken a number of community development initiatives under CSR and spent about Rs.10 crore during 2011-12.The major activities included were skill development/vocational training programs, training for selfemployment, adoption of ITIs, distribution of scholarships to SC/ST students, organizing health camps, constructing toilets for women etc.

 

 

3rd mass cleanliness drive at Daporijo organized

ITANAGAR, Jun 02: As part of its continued efforts to make Daporijo clean and green, the Department of Urban Development conducted its third 3rd mass cleanliness drive-cum awareness campaign in the township area.

Hundreds of participants from various NGOs, youths, student organizations, panchayat leaders, heads of offices, officials and publics actively took part in the event. They clean the BRO (main) road from “D’Hiris complex upto forest Tinali and adjoining areas.

This cleanliness drive was organized as a follow up action of resolutions adopted in a mass meeting last month for weekly mass cleanliness drive to beautify Daporijo. Other resolutions of the meeting included compulsory maintenance of household dustbin, proper disposal of garbage, introduction of user fees in markets for maintaining the assets, appointment of volunteers, erecting informative hoardings in vital locations for mass awareness, holding of awareness campaign and meetings in every sector, market fortnightly.   

The New Deputy Commissioner of Daporijo Tahang Taggu while participating the cleanliness drive assured the market committee to shift the existing meat and fish daily market to the newly constructed DUDA Meat market near Siggin bridge which he opined as most suitable place from hygienic point of view. The DC also appealed to all the denizens of Daporijo to maintain their surroundings clean and participate the weekly social service.

Tobacco control efforts

According to the Global Adult Tobacco Survey - 2009-2010, India has 12 crore tobacco users, which means every ninth Indian consumes tobacco. About 40 per cent of men worldwide smoke as compared with nearly 9 per cent of women. One person dies every six seconds due to tobacco. About 35 per cent of Indians over the age of 15 use tobacco. Over 10 lakh Indians die every year from tobacco-related diseases, according to the WHO 2012 Global Report on Mortality. Incidentally, India is not only the third largest producer of the tobacco substance but also its second largest consumer and fifth biggest exporter.

Direct medical costs of treating tobacco related diseases in India amount to 907 million dollars for smoked tobacco annually and 285 million dollars for smokeless tobacco, according to expert.  

Strengthening of Tobacco control Efforts through innovative Partnerships and Strategies is the first programme of its kind for curbing the use of tobacco in India. As a multi-component tobacco control project,  the programme incorporates all the measures recommended by World Health Organization in its strategy for effective country-level intervention for reducing tobacco demand.

Indeed, India played an active role in drafting the WHO’s Framework Convention on Tobacco Control and was among the first to ratify the treaty, which lists a range of guidelines designed to curb the use of tobacco. In 2007 India adopted a comprehensive National Tobacco Control Programme which now covers 42 districts in 21 states.

Despite all these efforts, a good number of people in India continue to suffer from and succumb to serious diseases related to the use of tobacco  and this is because of poor enforcement of and deficiencies in existing laws. Here, the Tobacco control Efforts through innovative Partnerships and Strategies could play crucial role by helping governments enforce the existing laws stringently and creating anti-tobacco awareness at the mass level.

Dear Editor,

This is in response to  “ Open Letter to the Chief Minister” .

I would like to draw the attention of masses in general and unemployed competent doctors in particular regarding the regularisation of over 70 NRHM contractual doctors by violating the norms of their contract.

I appreciate the doctors especially those who are serving in the remote areas but then their profession demands that. If they are not willing to serve the people of the state then they should not join the profession. I completely disagree with the demand of the doctors for regularising their service simply on the ground that the service of their fellow NRHM doctors have been regularised.

The demand of APDA is very genuine. In fact, regularisation of all the contractual doctors should be cancelled and the entire vacant seats should be given to APPSC for fair selection. Further, the grievance of those doctors whose service haven’t been regularised cannot be solved by regularising them because though a wrong has been done by the authority, it cannot be rectified by committing another mistake.

Therefore, I earnestly request the APDA for demanding the cancellation of all the regularisation orders and those seats may be advertised through the APPSC for open and fair competition.

Dear Editor,

Regularisation of over 70 NRHM contractual doctors without conducting any written examination is not fair on the part of the health department, especially when it is clearly written in their contract that their service cannot be regularised.

My question to the authority is, when they have decided to appoint the doctors through APPSC then why they regularised the contractual service of NRHM doctors while violating the norms of contract, thereby prejudicing the unemployed competent doctors.

Though they have been appointed two months back but since their appointment itself is invalid, they can be terminated from their service any time. Further, their regularisation cannot be taken as ground for continuing their service.

Therefore, I request all the civil society to fight against such corrupt practices for the betterment of our society. Let all the vacant seats be filled up through APPSC for fair selection.

Create veterinary officers posts

Dear Editor,

Arunachal Unemployed Veterinary Doctors' Association (AUVDA) would like to express grievances regarding increased unemployment problem being faced by the Veterinary Science and Animal Husbandry (B.V.Sc. & A.H.) graduates in the state.

One of the reasons for unemployment is non-creation of posts of Veterinary Officer (VO) as per requirements.

It is learnt that since late 70's there is no creation of Veterinary Officer (VO) posts in the department of Animal Husbandry and Veterinary..

Where does the lacunae originate; the department or the state Government?

All the VOs being recruited by the department against posts  because  of retirement, promotional, expiry and surrendered vacancies till date. It is also learnt from some reliable sources that there will be hardly one VO post  available annually for recruitment based on the retirement and promotion by the end of 2014 onwards.

Other departments of the state create various professional and technical posts to reduce the unemployment problems every year. The best example is the recent creation of 50 new sanctioned posts for recruitment of Medical Officers (Allopathy) in the department of Health and Family Welfare, Govt of Arunachal Pradesh. Though we undergo B.V.Sc. & A.H. degree course by competing with the fellow friends and spending all the hard earned money of our poor parents with a hope to get employed in the state govt but due to non creation of posts in the state veterinary departments, there is many fold increase in  unemployed B.V.Sc. & A. H. graduates every year along with increase in the numbers of B.V.Sc. & A.H. graduates who are in the verge of crossing upper age limit for Veterinary Officers examination as well as other state govt jobs.         '

It has also come to our notice that some of the posts of VO are occupied by persons with non-APST background having APST certificates. As such our APST rights are being enjoyed by persons with non-APST background. What will be the position of the bonafide APST citizens and future prospective for the younger generation?

Therefore, it is our appeal to the state Govt to create as many as required VO posts and as early as possible. We also appeal to the concern citizens of the state and organizations to voice their views on the issue of APST certificates issued to persons with non-APST background.

Bank with Apex Bank

Dear Editor,

Through your esteemed daily, I would like to request the GoAP to facilitate the transaction of salaries of government servants of a few departments through the State Cooperative Apex Bank. Firstly, the Apex Bank is our own bank.

Secondly, government servants who are SBI customers have to take casual leave for every minor or major banking transaction, and many a time have to spare a full day standing in long queues. Further, putting the Apex Bank in this position would help promote the bank as ‘Apna Bank’.

The promised reward

Dear Editor,

Some time back, the government of Arunachal Pradesh announced to reward the meritorious students of Arunachal Pradesh. As apparent to the citizenry, it is likely that the government has turned back from its promise.

If they wanted, the govt could have done it. But it is rather a renege.

Hence, the students should make some en masse efforts to have their rights through the proper channel.

Forms and fees

Dear Editor,

We understand that according to Right To Education Act, the admission   fees for Class-I upto Class- VIII is absolutely free. But during the last academic session i.e. 2011 to 2012 some of the Govt. Schools have been taken money for "Admission Form" instead of admission fees. Therefore, I request those school authorities to give  free admission to the students as per RTE Act this session.

Anand versus the “God”

Dear Editor,

This is in response to the news report "Anand wins World Chess Championship title for fifth time" (31 May).

Recent months have witnessed how the nation went gaga over a personal landmark of an individual which was ultimately achieved by wasting precious deliveries that not only "helped" the team to lose the match against the minnows Bangladesh, but also prevented India from emerging in the final of Asia Cup as well.

Inspite of such selfish act which actually assaulted the interest of the country, the shameless brigade continued to cry themselves hoarse by demanding Bharat Ratna for the "God"!

Next came the farce named IPL scandalised by allegations and/or facts of match-fixing, molestations, rave parties, ugly verbal fights and lewd dances of skimpily-clad girls.

And the greatest joke got delivered by the intellectually-bankrupt Kolkatans and Bengalis by madly celebrating the triumph of a team, almost bereft of local players, whose sole connection with the city is merely in its symbolic name of 'Kolkata' only!

As if the lunacy on the part of common public and Bengal media were not enough, even the "Paribartanwalas" who accuse the Left Front of rendering the coffers of West Bengal "empty", extravagantly squander millions of public money on the   filthy-rich cricketers  of a privately-owned franchisee!

In such an embarrassingly sorry state of sporting affairs, the news of Viswanathan Anand's achievement of winning the fifth World Title has indeed arrived as a draught of cool rain after a prolonged arid spell. Indeed is he the real Ratna of Bharat.
